The process of Colonization is one that will grow and develop as technology improves what we can do and adds new dimensions to our capabilities later on.
Basic planning may be done, for although technology will enhance our abilities, the guiding principles should be discussed at great length by as great a many people as may. So each culture around the world should be encouraged to think of the Future, and how they would go about spreading their influence to the Stars.
Approaching the Task
In a great many ways, the process is simple. Search for a planet. Figure out if we can live there. Do what we have to to make it livable, if it is possible. Settle in.
