Interstellar Travel - Underworld

In addition to regular crime, there will no doubt be an organized faction (or factions) dedicated to operating outside the jurisdiction of Ship Command. This will be a crime syndicate of some sort that exists as a kind of shadow government - it's own resources can be brought to bear and inflict violence, economic sanctions, or other exercises of power in order to maintain it's will.
